Inclusion criteria

Inclusion criteria: 1. Personnel who voluntarily agreed to participate in the study. 2. Personnel who had been working for at least one year before the transfer of functions.

Exclusion criteria

Exclusion criteria: 1. Individuals who were unwilling to complete the questionnaire or participate in the focus group discussion for any reason. 2. Individuals who were ill and unable to complete the questionnaire or participate in the focus group discussion. 3. Individuals who were transferred to another province, resigned, or deceased during the study period.
