Inclusion criteria

Inclusion criteria: Psychiatrist: at least ten years of work experience Counsellor: at least ten years of work experience Public health specialist: at least ten years of work experience and specialization in noncommunicable diseases Primary care physician: at least ten years of work experience English language expert: at least ten years of work experience and demonstrate fluency in both the English and Malay languages Academician: at least ten years of work experience End-users: local students enrolled in bachelor's degree programmes at the Universiti Malaya's main campus in Kuala Lumpur

Exclusion criteria

Exclusion criteria: Experts: This study will exclude expert panels who do not meet the inclusion criteria, decline to participate, or are unable to participate due to work obligations, sabbatical leave, or other reasons. End-users: Students who do not meet the inclusion criteria, refuse to participate in the study, postgraduates, foundation students, diploma students, and those enrolled in the University of Malaya Centre for Continuing Education (UMCCed) will be excluded from this study. International students will be excluded from Phases one and four of the study.
