Inclusion criteria
Inclusion criteria: For paper I Physicians, nurses, midwives, health officers, HMIS focal persons, pharmacy staff, etc. who have worked in selected facilities for at least 8 months, handle patient records or facility reports as part of their routine duties, and provide informed consent to participate will be included. For Paper II Source documents from the selected services as per the national HMIS recording requirements will be included. Those include records of OPD, emergency, ANC, family planning, immunization, etc. services. All records generated 32 weeks before and 32 weeks after intervention will be included. Within the stated months, weekly records of each month will be assessed from the source document. Those records are from all selected hospitals, health centers, and health posts. For paper III Aggregated monthly HMIS reports sent from health posts, aggregated at hospitals and health centers, and submitted to Woreda. The aggregated monthly HMIS reports of 6 months before and 6 months after intervention will be included. All monthly service and disease reports expected from hospitals, health centers, and their health posts will be considered. For paper IV Documentary evidence and observable processes in the performance monitoring logbook of each selected health facility. This evidence includes 8 months before and 8 months after intervention. Meeting minutes, action plans, supervision visits, feedback reports, etc. will be the parameters included for assessment For Paper V Includes purposely selected cascade leaders, HMIS focal persons, frontline healthcare workers, HEWs, and experts from RHB, Woreda health offices, and partners.
Exclusion criteria
Exclusion criteria: For paper I Health post staff, mainly due to incompatible measurement context; administrative staff not involved in routine data handling; staff who left during the intervention period; staff not exposed to at least one component of the intervention; and HCWs who permanently left the facility before the end line assessment will be excluded. For paper II Records from service units that are not included in HMIS reporting, illegible or incomplete patient identifiers, and records from periods of facility closure or major disruption will be excluded. Clients' records with missed or untraceable folders and records of privately owned health facilities will be excluded due to their unique nature of routine health data management. For paper III Non-routine performance reports like financial reports and ad-hoc survey data will be excluded. Also, reports from months outside of the study period will be excluded. Paper IV Documents and processes not related to HMIS data use will be excluded. Newly established and non-functional facilities will be excluded. For Paper V Individuals not directly involved in the intervention or who have no awareness about the intervention will be excluded. Also individuals who declined to participate and also unreachable will be excluded
