Inclusion criteria
Inclusion criteria: 1. District Health Managers (DHMs) formally appointed by the Ghana Health Service 2. Members of District Health Management Teams (DHMTs) working in the selected districts 3. Frontline health staff working under the supervision of participating DHMs 4. Community stakeholders involved in district-level health governance (e.g., opinion leaders, committee members) 5. Aged 19 years or older Employed or engaged in the district for at least six months prior to study start Willing and able to provide written informed consent
Exclusion criteria
Exclusion criteria: 1. Health workers or managers not affiliated with the selected districts 2. DHMs or staff on long-term leave or secondment during the study period 3. Individuals with less than six months of service in the district 4. Refusal or inability to provide informed consent
