Inclusion criteria

Inclusion criteria: 1. District location in the Eastern region. 2. The districts should have an expected deliveries of 1,100 / year or more 3. The District Health Management Team and the District Hospital Management Team must agree to participate in the study.

Exclusion criteria

Exclusion criteria: 1. District not located in the Eastern region. 2. The districts having an expected deliveries of < 1,100 / year 3. The District Health Management Team and the District Hospital Management Team disagree to participating in the study.
