Inclusion criteria

Inclusion criteria: - Expert group: Policy-related workers, Rehabilitation Specialist(physical therapist, occupational therapist, speech and language therapist...) - Patients and carers group: 1) A person who can communicate and understand and fill out the questionnaire 2) Patients and carers who have been rehabilitated by physical therapist, occupational therapist, speech and language therapist 3) Patients and carers currently receiving long-term care services

Exclusion criteria

Exclusion criteria: 1)A person whose cognitive impairment limits his or her consent to the study 2)A person who cannot understand the contents of the questionnaire because he or she cannot read or understand Korean
