Inclusion criteria
Inclusion criteria: 1) Public Health Nurses of belonging to the municipal welfare department, 2) personnel changed from the health department, 3) belonging to the welfare department or have experienced, 4) agree with this research program
Exclusion criteria
Exclusion criteria: 1) have not experienced the health department, 2) have not experienced the welfare department
