Inclusion criteria

Inclusion criteria: cluster: Neighborhood or village committees that are not currently implementing any physical activity intervention programs targeting the elderly. Availability of a suitable fixed venue that meets the requirements for program implementation. Individual: 1.Permanent residents of Pudong New Area. 2.Aged between 60-85 years. 3.Older adults whose physical activity levels do not meet the recommendations of the WHO Physical Activity Guidelines. 4.Older adults with declined balance ability (score = 12 on the X16 Balance Scale). 5.Education level of primary school or higher, possessing physical mobility, and able to travel to the intervention venue for normal communication, interaction, and exercise.

Exclusion criteria

Exclusion criteria: cluster: Nursing homes or long-term care facilities. Individual: 1.Currently in an acute phase of an illness or experiencing an acute episode of a chronic disease; presence of hearing, visual, or cognitive impairments; or self-reported diagnosis of neurological or psychiatric diseases such as dementia or epilepsy. 2.Diagnosis of diseases affecting the heart, brain, kidneys, liver, respiratory system, hematopoietic system, or other conditions that contraindicate physical exercise. 3.Diagnosis of vestibular or cerebellar system disorders, vertigo, Ménière's disease, or other conditions unsuitable for physical activity.
