Inclusion criteria
Inclusion criteria: 1. Full-time personal care workers (PCWs) delivering direct care to older residents in participating residential care facility (RCF) units 2. Older residents in sampled units
Exclusion criteria
Exclusion criteria: PCWs: 1. Not in direct care roles 2. Part-time/temporary/agency staff 3. Not attached to participating units Residents: 1. Cannot provide consent and have no appropriate proxy 2. Severe medical instability or terminal illness precluding participation

PCWs’ detection and reporting of RRA incidents (number and characteristics of reported events over follow-up) measured using Short-Form Resident-to-Resident Elder Mistreatment Scale (R-REM), Staff version and the RRA Behaviour Recognition and Documentation Sheet (BRDS) at baseline (T0), 1 month post-baseline (T1) and 3 months post-baseline (T2) 2. Staff health and care competence assessed at baseline (T0), 1 month after baseline (T1), and 3 months after baseline (T2). The measures include: 2.1.
