Inclusion criteria
Inclusion criteria: Maternity units within Gauteng Province, South Africa, that delivered a minimum of 150 women per month.
Exclusion criteria
Exclusion criteria: Maternity units within Gauteng Province, South Africa, that were directly linked to a university teaching scheme.
