Inclusion criteria
Inclusion criteria: Written consent to participate in the study Absence of any physical defect that would prevent the proper performance of CPR (cardiopulmonary resuscitation) Having at least basic familiarity with first aid and emergency measures Voluntary willingness to cooperate in the project
Exclusion criteria
Exclusion criteria: Withdrawal or unwillingness to continue cooperation at any stage of the research Having a history of mental or neurological disorders that may affect the volunteer's ability to perform Failure to meet professional qualifications after the interview and initial assessment

| Primary Outcome - Number 1:Time to arrival at the scene:** The time interval in minutes from the moment the emergency is reported to the 115 system until the moment the first responder (trained volunteer or emergency team) arrives at the scene. Primary Outcome - Number 2:Time to initiation of initial resuscitation measures: The time interval in minutes or seconds from the moment the first responder (trained volunteer) arrives at the scene until the moment the first life-saving measure, including cardiopulmonary resuscitation (CPR) or defibrillation (using an AED), is initiated on the patient. Timepoint: The measurement of time to arrival at the scene and time to initiation of initial resuscitation measures at three time points: 1) before the start of the intervention, 2) continuously and during every mission throughout the intervention period, and 3) comparison of the means of the two periods (pre-intervention and during intervention). Method of measurement: Instruments for measuring primary outcomes: For the variable "Time to arrival at the scene," the pre-hospital emergency center time recording system (including a coordinated time reference) is used, which records the time of emergency call reporting and the time of first responder arrival, and calculates the difference between them in minutes. For the variable "Time to initiation of initial resuscitation measures," a calibrated digital stopwatch is used, which records the time of volunteer arrival at the patient's bedside and the time of initiation of the first life-saving measure (including chest compressions or use of an automated external defibrillator), and calculates the difference between them in seconds or minutes. | — |

| Outcomes :Secondary Outcome - Number 1:Survival rate of patients with out-of-hospital cardiac arrest: The percentage of patients who, after initial measures performed by trained volunteers, achieve return of spontaneous circulation and remain alive until hospital arrival and discharge. Secondary Outcome - Number 2:Quality and effectiveness of initial measures performed by volunteers Assessment of patient condition after the initial intervention, including quality of chest compressions (depth and correct number of compressions), success in bleeding control, and proper airway patency based on a standard emergency responder performance evaluation checklist. Secondary Outcome - Number 3:Reduction in mortality and disability caused by emergencies in the covered population: Comparison of mortality and disability statistics caused by medical emergencies (cardiac arrest, trauma, severe bleeding) during the program implementation period with statistics from a similar period before program implementation (historical baseline data). Timepoint: Measurement of secondary outcomes at four time points: 1) before the start of the intervention, 2) continuously and during every mission throughout the intervention period (approximately 6 months), 3) comparison of the means of the two periods (pre-intervention and during intervention), and 4) follow-up of patient survival until hospital discharge.
