Inclusion criteria
Inclusion criteria: Quantitative Study Source of anonymized data on HIV treatment and prevention outcomes will be selected in consultation with local stakeholders and Ministries of Health of selected countries. With regards to the data, HIV service use data on all clients irrespective of age, gender, HIV status from 1st January 2023 - 30th June 2026 (or the period for which the most recent data exists) will be included in the sample. Qualitative study All participants will have to be able to consent individually and willing to participate in qualitative research. Also, they should have been providing or receiving HIV services at least since January 2024. They will be drawn from: service providers of sizeable HIV programs in Southern Africa, users of HIV services and community members in the catchment area.
Exclusion criteria
Exclusion criteria: Quantitative Study Facilities which have operated for less than two years and therefore cannot provide data for the entire period of planned data analysis will not be involved. Facilities that have not been affected by the US funding cuts will also be excluded. Qualitative Part: Individuals below the inclusion age threshold, unable to consent, too sick to respond to questions or without significant involvement and/or knowledge of US funding cuts to HIV programs in the stakeholder group.

To examine changes in HIV prevention (e.g. regarding HIV testing, access to and retention on PrEP) and treatment (e.g., access and retention on ART, viral load testing and results, loss to follow-up) pre-executive order (1/1/23 -20/1/25) with post executive order (21/1/25 – 30/6/26 or for the period that includes the latest available data). 2. To explore the repercussions and personal experiences of US funding cuts from the point of view of service providers, HIV clients and community members for access to and provision of HIV prevention and treatment services in South Africa, Malawi and Kenya. 3. To co-generate solutions for mitigating the effects of US funding cuts and offering sustainable HIV treatment and prevention services in the above-mentioned countries. | — |
