Inclusion criteria

Inclusion criteria: The birth was initiated or completed in the originally intended birth setting. For every admission/transfer, the following applies: There is a genuine indication for admission, monitoring, or treatment. (When a newborn is admitted to a pediatric unit, the admission of the mother as an accompanying person is not recorded if she does not have a condition requiring treatment that deviates from the physiological postpartum state or if she does not receive a medical intervention. Conversely, the child is not recorded as an accompanying person of the mother when the mother requires treatment, if the child itself has no indication for treatment and is admitted solely for mother–child bonding.) For every admission/transfer, the following applies: The pregnant woman was (presumably) cared for at the preferred external place of birth for more than 2 hours. For antepartum admissions/transfers, the following applies: The birth was completed within 24 hours after admission to the receiving clinic. For postpartum/postnatal admissions/transfers, the following applies: A transfer of the mother and/or child was initiated (indicated) within up to 6 hours after birth.

Design outcomes

Primary

MeasureTime frame
Rate of outborn vs. inborn cases for mother and child (The annual birth rate in the respective centers serves as the reference value)

Secondary

MeasureTime frame
• Level of care at onset of labor • Catchment area of the perinatal center (distance) • Duration of transfer • Reason for transfer (maternal/fetal indication for treatment) • Mode of transport used for transfer • Care provided by the perinatal center • • Clinical management in neonatology (intensive care, respiratory support, therapeutic hypothermia) • • Clinical management in obstetrics (mode of delivery, need for intervention, intensive care) • Outcome 24 hours after admission to the perinatal center • • Clinical status of the pregnant woman/mother • • Clinical status of the child • Patient mortality
