Inclusion criteria

Inclusion criteria: Inclusion criteria: • Older adults: 65+, living in the districts Innenstadt I-III in Frankfurt am Main or Königstein, capable of consenting. • Health professionals: workers in the care of the elderly • Political decision-makers: employees in relevant authorities or Organizations • Sufficient knowledge of German for interviews or focus groups

Exclusion criteria

Exclusion criteria: Exclusion criteria: • Not living or working in the regions mentioned • Unable to give informed consent • Organizational reasons to make participation impossible
