Inclusion criteria
Inclusion criteria: Adults only (age 18 years or older) Policy makers, public health professionals, or researchers directly involved in the development, implementation, evaluation, or practical delivery of harm reduction strategies and services in Germany Sufficient English proficiency to participate in an interview conducted in English Willingness to provide informed consent and participate in a 60 to 90 minute interview
