Inclusion criteria: The expertise of the following stakeholder groups, as defined by the study team, should be incorporated into the design of the monitoring system: - Medical decision-makers (managers of clinics and intensive care units, medical staff of intensive care units, etc.) - Nursing decision-makers (centre managers, ward managers, nursing staff, etc.) - Hospital administration - Members of crisis committees - Rescue service control centres - Researchers and scientific staff - IT administrators

Determining stakeholder needs: - Conducting interviews with various stakeholders to gain an overview of resource allocation and capacity planning processes and to analyse optimisation options - Designing, sending and evaluating a questionnaire to determine stakeholder requirements for a monitoring system among intensive care physicians and in stroke units in Germany Design of a monitoring system: - Implementation of user-centred design in collaboration with local stakeholders - Creation of a prototype that represents the most important functionalities and user interfaces of the monitoring system - Identification of suitable data sources and formats for integration into the monitoring system.
