Inclusion criteria
Inclusion criteria: decision makers and representatives in remuneration, reimbursement and quality management in inpatient health care, sufficient German language skills for participating in interview
Exclusion criteria
Exclusion criteria: no provision of written informed consent, not meeting inclusion criteria
