Inclusion criteria
Inclusion criteria: 1. Having more than 10 years of work experience in nursing management, hospital administration, clinical nursing, or health economics; 2. Possession of a mid-level or higher professional title; 3. Demonstrating a strong interest in the research topic and willingness to fully participate in 2-3 rounds of expert consultation; 4. Voluntarily providing written informed consent.
Exclusion criteria
Exclusion criteria: 1. Experts who were unable to complete all rounds of consultation during the study period; 2. Those whose questionnaires were incompletely filled out or showed an obvious patterned response style.
