Interventions

Gain-frame incentive group: In the first month, incentives will be calculated at a rate of 10 yuan per participant. A total of 50 yuan will be awarded for 5 interventions, 150 yuan for 15 intervention
Loss-frame incentive group:A total incentive of 200 yuan will be pre-allocated to medical staff in the first month. If the number of interventions is fewer than 20, the incentive will be deducted from
Control group:Medical staff will only perform routine data collection and interventions, and no financial incentives will be provided based on intervention outcomes.

Inclusion criteria

Inclusion criteria: 1. Medical staff engaged in outpatient services in primary healthcare institutions; 2. Self-reported that the average number of current smokers among patients consulted per month in routine work was >=20 in the past month; 3. Voluntarily participated in the study, completed the questionnaire, and committed to finishing the training and all follow-up procedures.

Exclusion criteria

Exclusion criteria: 1. Individuals planning to resign, retire, or take long-term leave (>1 month) during the study period; 2. Those who refuse to sign the informed consent form.
