Inclusion criteria

Inclusion criteria: 1.Medical institutions: Grade III, Level A general hospitals that meet the Chinese hospital grading evaluation standards Grade III, Level A obstetrics and gynecology specialty hospitals,and non-Grade III, Level A hospitals; 2.Participants: obstetrician, anesthesiologist, neonatologist, nurse/midwife, hospital administrator.

Exclusion criteria

Exclusion criteria: 1.Participants who did not complete the entire training program (absent for =50% of the courses) or the follow-up survey; 2.Individuals who are unable to cooperate with follow-up due to job transfer, resignation, or other reasons.
