Inclusion criteria
Inclusion criteria: Institutions: (a) member institutions that have been affiliated with the compact medical consortium in the last three years; (b) medical institutions that provide primary health care services Clinicians: (a) practicing clinicians, clinicians assistants, rural clinicians, and rural health workers in the study setting; (b) having worked in a clinical capacity for at least six months; and (c) providing outpatient and primary healthcare services.
Exclusion criteria
Exclusion criteria: Institutions: (a) ongoing participation in other studies of interventions to promote smoking cessation; (b) ongoing participation in other implementation studies related to the Champion intervention. Clinicians: (a) having previously received smoking cessation-related training or participated in a similar trial; (b) being absent from work for one month or more for various reasons; (c) being a non-formal employee such as a temporary worker, rotational staff, or intern; and (d) currently participating in other studies related to a Champion strategy.
