Inclusion criteria

Inclusion criteria: The inclusion criteria for institutions in the study population include: primary and secondary hospitals, primary health centres, primary health service stations, clinics, township health centres, and village health units. The inclusion criteria for doctors include: practising (assistant) physicians and village doctors working in medical institutions that meet the above criteria, with the scope of practice including general practice and internal medicine only.

Exclusion criteria

Exclusion criteria: The exclusion criteria for institutions in the study population include: specialist medical institutions (e.g. specialist hospitals dental clinics), public health control institutions (e.g. tuberculosis control clinics), ethnomedicine institutions (e.g. Mongolian and Tibetan hospitals, etc.), and hospitals that had not yet been classified (which had been established for a relatively short period of time and might not have been in a stable business). The exclusion criteria for doctors include: exclusion of cardiovascular specialists, endocrinologists or diabetologists.
