Inclusion criteria
Inclusion criteria: Inclusion criteria for primary medical staff: 1. practising (assistant) clinicians, public health physicians and nurses working in level 1 and level 2 hospitals, community health service centres and health service stations, township health centres and village health rooms in Zhanjiang city; 2. have been engaged in hypertension prevention and treatment for 6 months or more. Inclusion criteria for primary care administrators: 1. Institutional administrators who divide their time between chronic disease management in Zhanjiang City's primary and secondary hospitals, community health service centres and township health centres; 2. Engaged in the organisation's management for 6 months or more. Inclusion criteria for primary care patients: 1. patients who visited any primary care institution in Zhanjiang City; 2. aged =35 years; 3. conscious and able to communicate normally. Inclusion criteria for the expert team: 1. experts in the fields of cardiovascular disease, public health, healthcare service system and policy formulation who are familiar with hypertension prevention and treatment; 2. more than 10 years of work in the related fields; 3. bachelor's degree or above; 4. associate degree or above; 5. strong thinking and judgement, able to look at the problem from different angles.
Exclusion criteria
Exclusion criteria: Exclusion criteria for primary care staff: 1. absence from duty for >= 1 month for various reasons; 2. medical staff on attachment, rotation or internship; 3. secondment to other chronic disease prevention and control work; 4. having participated in other relevant studies promoting hypertension screening and measurement norms. Exclusion criteria for primary care administrators: 1. absence from work for >=1 month for various reasons; 2. leadership cadres on attachment or study. Exclusion criteria for primary care patients: 1. Long-term residence in Zhanjiang City <6 months. Exclusion criteria for expert teams: 1. No contact could be made by any means.
