Intervention group:Primary care HWs received training on the benefits of influenza vaccination.
Intervention group:Primary care HWs were asked and encouranged to recommend influenza vaccine in routine primary healthcare for persons with NCDs.

Inclusion criteria

Inclusion criteria: 1.Primary care HWs were defined as those who worked at the selected clinics and their affiliated community branches in the urban area and village clinics in the rural area, including public health doctors and nurses, internal medicine doctors, traditional Chinese medicine doctors, general practitioners, and clinical nurses. The study team enrolled all primary care HWs from the intervention and control clinics for the questionnaire survey. 2.Persons with NCDs were defined as patients aged 18 years and older with diagnosed diabetes, chronic respiratory diseases, chronic cardiovascular disease (excluding isolated hypertension), chronic liver or kidney diseases, cancer, immunodeficiency diseases. The study team enrolled persons with NCDs through both the hospital information system of selected clinics and local primary public healthcare registration system.

Exclusion criteria

Exclusion criteria: 1.No exclusion criteria were established for primary care HWs. 2.We excluded individuals with an acute episode of NCD and those who failed to complete the questionnaire survey.
