Inclusion criteria

Inclusion criteria: 1. Clinicians or clinical nurses working in public hospitals; 2. Inpatients and their families in public hospitals; 3. Managers of the Nursing Department, Medical Department, Propaganda Department and Security Department of public hospitals; 4. Civil lawyers and administrative lawyers with a lawyer's practice certificate; 5. Aged >=18 years old; 6. Have normal cognitive ability and reading and writing skills.

Exclusion criteria

Exclusion criteria: 1. Unwilling to participate in the study; 2. Quit the study .
