Inclusion criteria

Inclusion criteria: 1. Representative elderly and disabled people or their families in Fuzhou, Jinjiang and other places; 2. To the basic level nursing staff, doctors, managers and other personnel; 3. Disabled people included in the long-term care insurance in the target city.
