control group:Clamp the umbilical cord immediately after the fetus is cut out
experimental group:Establish fetal spontaneous breathing after the fetus is cut out, and clamp the umbilical cord 60 seconds after being cut out.

Inclusion criteria
Inclusion criteria: Newborns born under elective cesarean section in the Department of Obstetrics and Gynecology of Shengjing Hospital whose the mother voluntarily participated in the study.
Exclusion criteria
Exclusion criteria: 1. The puerpera has syphilis, hepatitis B, HIV or other infectious diseases; 2. The fetus is diagnosed with nervous system diseases, and has nervous system functional and structural abnormalities during pregnancy examination, or complicated with heart, blood vessels, abdomen and other systemic hypoplasia and malformations; 3. The fetus has been diagnosed with hemoglobin abnormality or anemia before operation; 4. Pregnant women have contraindications to spinal anesthesia or pregnancy induced hypertension.
