Inclusion criteria

Inclusion criteria: Elderly and family caregivers: 1) persons who are eligible for the Pilot Scheme; 2) persons who are able to provide written consent. HA professionals, service providers, care managers 1) persons who are eligible to provide services under the Pilot Scheme; 2) persons who are able to provide written consent.

Exclusion criteria

Exclusion criteria: 1) eligible for the Pilot Scheme; 2) persons who are unable to provide written consent.
