Inclusion criteria

Inclusion criteria: In the north of Anhui province, selected 6 counties who had a high level incidence rate (>30‰)in 2006, in the same latitude and the socialeconomic condition and health condition is similar.

Exclusion criteria

Exclusion criteria: the counties whose incidence rate in 2006 are lower than 30‰ or the counties not in the same latitude or the counties socialeconomic and health condition are at different level.
