Inclusion criteria
Inclusion criteria: Police Personnel Currently posted, in active service, at one of the selected police stations across the four Commissionerates of the Mumbai Metropolitan Region (Mumbai, Navi Mumbai, Thane, MBVV). Minimum of 6 months of completed service in the current jurisdiction. Able to read and understand Marathi, Hindi, or English. Willing to provide written informed consent and to remain available for both pre- and post-intervention assessment.
Exclusion criteria
Exclusion criteria: Personnel who have attended a structured PECA training programme in the previous 12 months. Personnel on medical leave, suspension, or scheduled transfer within the data-collection window. Senior officers above the rank of Inspector (operational decision-makers, not the target frontline cohort). Refusal to provide written informed consent. Incomplete pre-test response (excluded from per-protocol analysis but accounted for in CONSORT flow).
