Eligibility
Inclusion criteria
Inclusion criteria: All the preterm neonates( <37weeks) of gestation born in the hospital through C-section and meet the criterias would be considered.Twins and multiple babies born receive the same randomization and management
Exclusion criteria
Exclusion criteria: We exclude all the babies who meet the under given criterias : 1. Short umbilical cord length ( 2. Nonvigorous and born through meconium stained 3. Limp at birth 4. Known Rh Sensitization 5. Major congenital anomalies 6. Cord prolapse 7. Hydrops fetalis 8. Placenta previa 9. Placental abruption and cord abnormalities such as true knots. 10. All vaginal births 11. Increased Maternal Anemia 12. Major Congenital Anamoly 13. Known recent maternal exposure to Parvovirus 14. Elevated peak systolic velocity of the fetal middle cerebral artery 15. Clinical suspicion of placental abruption 16. Delivery due to excessive maternal bleeding 17. Uterine hypertonicity
